It it possible to set up Gift Vouchers so that one member can give Cash to another player?

Would be good for business and for people giving the gift vouchers.
You give someone say a $20 gift voucher. They sign up. you get $75 for the recomendation. hwp gets another paying customer.

Winners all round it would seem.
