I think a more wise approach is what some poker people are taking, and that is to make a DISTINCTION between POKER and GAMBLING. That seems to me to have a more realistic chance of happening.

Yet, if the Congress has made an exception for LOTTERIES - WHICH IS REAL GAMBLING, YOU CAN'T GET ANY WORSE ODDS THAN THAT - then I guess the thought is WHY NOT ALL forms of gambling?
But, I agree that poker, if PLAYED PROPERLY, is far less of a gamble for making money every year than starting and running a small business. Let alone even being able to STAY in business.
Too many true 'grinders' make a regular living in poker to EVER call it gambling when properly played over the long term. To my mind, you needn't have to make and exception . . . poker shouldn't even be ON the list. But many recipients of the US Government's SBA loans SHOULD BE. ;)
